Ulyanovsk State University was founded as a branch of Lomonosov Moscow State University in 1988 , the best university in the country, one of the most authoritative universities in the world and, by the Decree of the President of the Russian Federation dated 17.12.1995 No. 1268 "On the establishment of Ulyanovsk State University", the Decree of the Government of the Russian Federation dated 08.01.1996 No. 7 "On Ulyanovsk State University" and the order of the State Committee of the Russian Federation for Higher Education dated 07.02.1996 No. 237 in 1996 received the status of an independent university.

According to the order of the Ministry of Education and Science of the Russian Federation No. 1825 dated May 27, 2011 "On the State Educational Institution of Higher Professional Education Ulyanovsk State University", Ulyanovsk State University was renamed into The Federal State-Funded Educational Institution of Higher Professional Education "Ulyanovsk State University".

By an Order of the Ministry of Education and Science of the Russian Federation No.1251 dated October 29, 2015 "On the Federal State-Funded Educational Institution of Higher Professional Education "Ulyanovsk State University", Ulyanovsk State University was renamed into the Federal State-Funded Educational Institution of Higher Education "Ulyanovsk State University".

In April 2017 Ulyanovsk State University won the competition of the Ministry of Education and Science of the Russian Federation and received the status of a Flagship university of the Ulyanovsk region.

In December 2017, Ulyanovsk State University was recognized as a university center for innovative, technological and social development of the region.

Traditions and quality of the Moscow State University named after M.V. Lomonosov, preserved at USU over the years of working together , largely determined the nature of the development of the new classical university in the Volga region, its high educational standard and scientific potential, which made it possible in a short time to take key positions in the educational and scientific space of the region, to obtain the status of the Flagship University of the Ulyanovsk region and become the Center for innovative, technological and social development of the region.

Since its foundation, the University has been developing rapidly in all areas of activity. With the support of the Moscow State University named after M.V. Lomonosov, a highly qualified faculty member  of the university was formed, which included leading scientists from universities of Russia and CIS, which was a guarantee of a high level of training of graduating specialists. Now by all accounts - staff training, qualification of professors and teaching staff, level of scientific works, development of information technologies, presence of modern material and technical base - USU occupies the leading positions in the region.

In its activities, the University is guided  by the Charter, approved by Ministry of Science and Higher Education of the Russian Federation No. 1239 of 24.12.2018, the License for Educational Activities No. 2594 dated May 30, 2017 and the  Certificate on the state registration No. 2675 dated September 13, 2017.

In accordance with the License, USU currently has the right to conduct educational activities on:

  • 15 specialties of higher education – specialist degree programs (training is conducted in 9);
  • 21 programs of higher education – master`s degree programs (training is conducted in 18)
  • 50 programs of higher education – bachelor`s degree programs (training is conducted in 47);
  • 22 programs of secondary professional education (training is conducted in 22);
  • 28 programs of higher education – postgraduate programs for scientific and pedagogical staff (training is conducted in 18);
  • 46 specialties of higher education – residency training program (training is conducted in 25);
  • professional education;
  • programs of additional education (additional education for children and adults, additional professional education).

The university uses a variety of forms of education: full-time, part-time (evening), distance learning. Various levels of education allow students to get a bachelor's degree, a specialist or a master's degree, a diploma of a mid-level specialist.

The university currently has more than 13,000 students, including more than 7,000 full-time students. There are more than 2,000 foreign students from 43 countries near and far abroad.

From 1992 to 2020, USU had more than 60 thousand graduates who have proven themselves to be good specialists in the regional and Russian labor markets: not only are they successful, but they’re also doing a brilliant career in business and science

The University is rightly proud of its staff capacity. Today, more than 900 lecturers work at USU, including 123 doctors of sciences and 461 candidates of sciences. Among them are world-famous scientists, members of Russian and international academies of sciences, honored scientists of the Russian Federation.

Currently, USU is  one of the largest universities in the Volga region and a modern scientific and educational complex with a well-developed infrastructure of scientific and innovative research and training of highly qualified personnel, which includes 4 educational institutes, 8 independent faculties, Inza branch of USU, the Novospassky office, 2 international educational structures (Russian-American and Russian-German faculties), Medical College named after Polenov, Music School  named after Shadrina, the Automotive Technical School, etc.

Since its formation and development, USU has not only continued but also multiplied one of the main traditions of MSU – entering the world educational community. Intensive international contacts have led to the organization and development of international educational structures (Russian-American and Russian-German faculties), which allow graduates to receive two diplomas. By the decision of the VIII Congress of the Eurasian Association of Universities in September 1999, Ulyanovsk State University was approved as its full member.

USU conducts fundamental and applied scientific researches, experimental design and development work within the of the state task for the implementation of research developments of the Ministry of Education and Science of the Russian Federation, federal and departmental targeted scientific programs, programs of scientific funds, as well as orders from enterprises of the real sector of the economy.

To solve the problem of general coordination of work and combining the efforts of scientists in priority areas of research, the following centers were created at the university: the Research Institute of Technology named after Kapitsa, the Competence Center "Digital Production of High-tech products in Mechanical Engineering", the Center for Youth Innovative Creativity, scientific and educational centers, scientific laboratories, etc.

In 2020, USU together with other universities became a member of the Consortium for the joint fulfillment of large-scale, strategic, scientific-technical, educational, knowledge-intensive, competitive, industrial, innovative projects, programs implemented at various levels, and became part of the interregional Research and Education Center "Engineering of the Future". 19 educational organizations from 5 regions of the Russian Federation are represented in this center. The Research and Education Center's "Engineering of the Future" program of activities passed through a competitive process and took first place.

Training of highly qualified personnel is carried out in a wide range of specialties. Currently, 171 post-graduate students and persons assigned to prepare a dissertation for the degree of Candidate of Sciences are studying at the postgraduate training programs of USU without mastering the training programs of scientific and pedagogical personnel in postgraduate school. Currently, the university has 4 doctoral dissertation councils in 11 scientific specialties and fields of study. During the period of activity of all dissertation councils of USU,   the university had 94 doctoral and 955 candidate thesis presentations, of which 47 doctoral and 324 candidate dissertations were defended by applicants from other universities. Postgraduates, applicants, doctoral students, and employees of USU have defended 141 doctoral and 1198 candidate dissertations in the councils of USU and the councils of other organizations since the foundation of the university until 2020.

The modern logistics of USU ensures the effective implementation of educational programs, scientific, innovative, and creative activities. Between 1988 and 2020, a modern university complex was established on more than 75 hectares of land, consisting of educational buildings, closed and open sports facilities, medical bases, administrative and service buildings, sanatorium and health facilities, etc. a total area of more than 200,000 sq. m. To develop and modernize the educational process, Training and Laboratory Building 6 was put into operation in 2020.

The university also created a physical culture and rehabilitation facilities: a sports and recreation complex with a swimming pool "Aquaclub", tennis courts, an educational and sports complex, a stadium with artificial turf, "Skate Park", a sports complex "Zarya", a biathlon track, a health resort complex "Chaika".

USU has 3 dorms, where live students from other cities employees. In 2020, the university received a permit to build another 820-bed dormitory for university students.

USU regularly upgrades educational, laboratory and scientific equipment, modernizes and increases the number of equipment to ensure a modern level of training.

The University has more than 300 strategic partnership agreements with organizations, including state authorities of the Russian Federation, leading Russian and foreign enterprises and organizations working in various sectors of the economy, in the field of medicine and healthcare, instrument-making, automotive and aviation industries, as well as Russian and foreign educational and scientific organizations, etc.

USU is one of the few universities in Russia that have introduced a quality management system (QMS) in all main areas of activity based on international (ISO 9001:2015) and inter-state (GOST ISO 9001-2015) standards. In April 2008 the university, including its affiliates, successfully passed the certification, in the period 2009-2019 – inspection audits in 2011, 2014, 2017 and 2020 – renewal (recertification) inspections of the quality management system in the Certification Association «Russian Register» (St. Petersburg), which is internationally accredited and also a member of the IQNet International Certification Network and an undisputed leader in the Russian market in the number of certified organizations, including educational and scientific institutions. As a result, USU is the owner of certificates of compliance with the requirements of international and interstate quality standards.
